Developing a new product can involve many more steps than the several thousand steps it takes to manufacture a computer chip. To make matters more complicated, innovation projects are not repeated as often as manufacturing processes are. Chip lines run for many months and may manufacture millions of identical chips. The process can be optimized over time. Experiments can be run and improvements put into place because the same process is repeated over and over again. Innovation systems do not repeat things this often.
