The generally uncritical US policies toward Israel, which are roundly condemned in Arab and Muslim quarters from North Africa to Southeast Asia, renders the US “road map” for an Israel–Palestine settlement a dead letter. All these governments, and still others that support the Bush Doctrine, consider anti- American crusades 25 terrorism a marvelous catchall for suppressing legitimate internal dissent.

European Union (EU) leaders and their publics, which in every country were overwhelmingly opposed to war on Iraq, distanced themselves from US policy. Germany’s Schröder firmly rejected participating in an attack on Iraq even if the UN Security Council approved it. His defense minister announced that if an attack occurred, Germany would withdraw its counter-WMD force from Afghanistan.
