Far from just delivering aid, they have become major players in their own right, wielding significant political influence and commanding massive resources. As the first people on the spot, they also play a major role in internationalizing conflicts and emergencies. The role of aid agency press officers is to draw media attention to humanitarian crises in remote areas of the world and use that spotlight to galvanize the international community into action. The humanitarian agencies’ perception, rather than that of the local government or warring faction, is likely to be the one listened to by the world’s political leaders.

S. Lewis, That Hideous Strength Introduction The advocates of the extension of international legal norms and the establishment of new international tribunals argue that these measures are necessary to prevent political and military leaders escaping accountability for human rights abuses. They assert that the doctrines of sovereign immunity and long-standing international bars on external interference in domestic legal jurisdictions seek to defend the indefensible. They embellish their arguments with appeals to the natural and deep sense of outrage people feel when atrocities are committed, and by insisting that what they are trying to do is to bring law and justice into a legal and moral vacuum.

Oxfam’s Nick Stockton has spoken passionately about the new vogue for ‘deserving and undeserving victims’ in relation to Rwandan Hutu refugees. He highlights the point 36 Fiona Fox that there is a danger in the new goal-orientated humanitarianism of abandoning the principle of a universal right to relief: The concept of the undeserving victim is therefore morally and ethically untenable, and practically counter-productive. It represents an outright rejection of the principles of humanity, impartiality and universalism, fundamental tenets of human rights and humanitarian principles.
